I ran
su - backuppc ln /backup/pc/dacfs2/12/f%2fetc/fapt/attrib
/backup/pool/eb5227ac4295d46a683bac87e1112e3e
(the newest error -4 in my logs)
The command ran without error, so presumably that means the backuppc user can
create links ...
So why the -4 errors :-/

Are the /backup/pc and /backup/pool directories on the same filesystem?

What happens if you become the BackupPC user and create the hardlink
yourself by running:
ln /backup/pc/macfs1/1/f%2fetc/fauth-client-config/attrib
/backup/pool/e/1/c/e1c552f76772a566f5f8f1ac58ce092b
