Can you point me to a reference on how to build the package for Ubuntu or
Debian? My Google foo is not strong enough to figure this out for myself.

If you can't wait for someone to package 3.2 up; make your own. it's not
that hard to learn to do, and it makes downgrading trivial. it's probably
worth the effort to learn to make a package (especially given that you have
the 3.1 source packages available); in order to save yourself the pain,
uncertainty, and hassle that will come when you try to downgrade a tarball
install. (Plus, the knowlege will serve you in good stead for other
applications, not just backuppc).
