from my research some time ago, I didn't find any information that 
somebody has successfully installed BackupPC v.3.1 on Ubuntu.

I would suggest to try to use a virtual machine before you trying this 
on your real server.

If you've successfully updated BackupPC to 3.1 on ubuntu I would really 
appriciate if you write a short howto.

OR someone could build an ubuntu package?
I've already an eye on this launchpad entry, but as fas as I understand 
there is still no package for 3.1:
