I am no backuppc expert but after backups it links the files. Perhaps
this means that the files were not changed but also not linked to most
current backup?
I might be totally off, this is just a guess... (perhaps not even an
educated one) :)

BackupPC ``fills-in'' incremental backups when browsing or restoring,
based on the levels of each backup, giving every backup a ``full''
appearance. This makes browsing and restoring backups much easier: you
can restore from any one backup independent of whether it was an
incremental or full.
