Rsync never needs to do a full transfer, except for the first backup. 
BackupPC still does a "full backup" using rsync, but that doesn't mean 
"full transfer".  It means that the rsync protocol does some intense 
file checking on both ends to ensure that the "full backup" is just as 
good as a "full transfer".
