On my Debian boxes, it's /etc/amandahosts. Maybe it checks
~backup/.amandahosts, since "backup" is the Amanda user on Debian, but
I've never needed to test that.

No need to spread uncertainty.  It is the file named ".amandahosts"
in the home directory of the amanda-user (whatever s?he is called --
"backup" on debian, "amanda" on most others, could even be "root"
when compiled as such, but that's not very secure).  The fact that
debian makes a symlink for .amandahosts to /etc/amandahosts doesn't
matter to amanda: if you remove the symlink, then the presence of /etc/amandahosts is never noticed by amanda.

And note that .amandahosts is checked:
- by the client when doing backups
- by the server when doing restores

That's why each client needs a .amandahosts with one line only
containing usually one line for the amandauser on the server:

        the.amanda.server amanda

but the server needs a longer list: one for itself being client,
and one for each client to be able to restore, and note that restores
are done as user root on the the client:

        the.amanda.server amanda
        this.client root
        that.client root
        another.client root
