The value of the option exclude has to contain the RELATIVE path to
the DLE:

riffraff.rfa.org        /raidion_HOME_REST     /raidion/home/     {
    comp-high-tar
    exclude "./techops"
}

"Export" your windows-directory as "directory_with_underscores" ...
