So you are in fact in better shape than I had a vision of.  I'm aware 
that most public agencies are generally either lowest bid, or grant 
driven.  Sorta like doing an engine swap back in the 50's when I was 
playing with hot rods, bring everything you know you'll need, and 500 
bucks (this was 1955 dollars too) to cover everything you have to run 
out and buy at the last minute to make that hemi head fit in a '46 
ford convertable.  Been there, done that.  Might even have the 
T-shirt yet, someplace only God knows about...

Obviously you are resourcefull, and will "make" it work, even if the 
grant writer left out the all important extra "$500" to glue it all 
together.  How you do so is something I'm sure we all would like to 
read about. :-)
