I'm guessing that all your tapes aren't in your tapelist, so all
Amanda knows is that its not yet time to reuse any of the ones it knows
about, so its asking for a new tape.
Once your tapelist is as long or longer than your tapecyle Amanda
will ask for the oldest one in the tapelist (oldest meaning the tape
last written to the longest time ago).
