(I'm a bit behind, so sorry if these questions have already been 
answered).  Are you using inetd or xinetd?  What does the relevant 
entry/config file look like?  What does 'ls -l /usr/local/libexec/runtar' 
look like?  You did 'make install' as root, correct?
