We thought we had enough slots defined to each library.  Unfortunately, we
have grown from 1PB to 2PB total occupancy since the TS3500 was installed.
Plus while we have all 3590E06 drives, there are still a fair number of JA
tapes, which are lesser capacity than the JB we buy now.  Current
utilization is 74% so we have the free slots - just not enough for the
onsite pool/library.

Thanks for all the feedback.  Sounds like I need to

1. Stop all tape activity across all TSM servers (of course)
2. Take all tape drives and library paths offline
3. Reconfigure the TS3500 slots
4. Bring the drive/library paths online
5. Do an "audit library refreshstate=yes" just to be sure

And if all else fails, reboot the two LM servers.
