It's possible you might need to delete and redefine the library device in the 
OS.  I've had to do this on AIX in the (distant) past.  In fact, I think I had 
to delete the library from TSM, requiring a checkin of all libvols again after 
the library (and drives and paths) were all redefined.

For this reason, we actually configure maxslots for each logical library to be 
greater than the number of actual tapes.
