I finally found the process to configure health monitor and its PW.

The ANRW0219E that displays when the PW is screwed up is actually a link to a 
help file that explains how to "configure health monitor".

Basically: I set the PW on each ADMIN_CENTER account.

Then, selected Health Monitor  | Selected Action for "Configure Health Monitor" 
and set the PW, then did the Resynch Health Monitor PW.
