Yes, some of the earlier 5.4 levels let you install the client on Windows
2000, but just to make it clear for others who might wonder about Windows
2000 support: 5.4 was never officially supported on Windows 2000, as stated
in the summary of changes in the 5.4 manual:

The installer let you get away with putting 5.4 on, for the first few
levels, but then we shut the door.

Windows 2000 users should use the 5.3.6 (or higher 5.3 level). More info on
Windows 2000 support can be found in the "End of support for TSM 5.3"
