They are 3590E and are being used in 3494.

Do they need any hardware level service?

Open the 3494 and inspect the drive.  In such problems the drive
typically is pleading for service, with an error code on its panel.  It
might be a load/unload problem: try an unload operation from the panel;
if no go, do a Reset Drive from the panel.  Put any ejected tape into
the first cell of the 3494 for the robot to put away, then update its
status in TSM to make it usable again.  Keep an eye on that drive, if
not call for service.
