Assuming you are using a V3 client:

For backups:

It is NOT possible to delete a single file or directory from backups.

For archives:

It IS possible for the CLIENT to delete a single file or directory from
archives the client has made.
Just start the GUI client, pull down UTILITIES from the menu, select DELETE
ARCHIVE DATA.  Then point and click to specify what you want to delete.
(Note that the CLIENT must have been registered with the AUTHORITY to delete
data from archives in order to do this, but that is the default.)

It is NOT possible for the administrator on the server end to delete a
single file or directory from a CLIENT's archives.  (In general, the ADSM
administrator is not supposed to have any access to a client's data.  All
the administrator can do is to remove the entire client filespace and
de-register the client.)

I can't answer the "why".  It was clearly a conscious choice on the part of
the designers, not a technical one.  However, as ADSM administrator, I
certainly don't want my users selectively deleting backup files, because if
they did I could never guarantee a successful bare-metal restore if the
client machine crashed.
