That is an aix config command, it has nothing to do with
"device support module 4"

Check the status of the tape drives in smit under "Devices/Tape Drive/
List All Defined Tape Drives". If the drives you need do not have
a status of "Available", do in smit "Devices/Configure Devices Addes
After IPL". If that doesn't help, check for duplicated SCSI ID,
cables and power. Also, check for additional software your drives may
need in order to run.
In case you manage it to get the status to "Available", finally add
the drives in smit under "Devices/ADSM Devices/...". Also, check the
status of the library/medium changer.
