[NV-L] [NV 7.1.5 Data Warehouse] Unable to install WEP pack for Netview

Hi list,
I have a serious problem, I need to use Netview reports the only solution I found is to implement "the nightmare" Tivoli Data Warehouse :(
My environment is :
Tivoli Netview 7.1.5
Tivoli Data Warehouse 1.3
Tivoli Netview Warehouse Enablement Pack 1.2.1 (which is compatible with Tivoli Data Warehouse 1.3) and it's the last WEP for Netview.

My problem is that the installation of the Netview WEP fail with this error message :

CDWIC5400E The installation program was unable to update warehouse pack tag file anm_dwc_data.tag to a valid DB2 version 8 format

I have made research in support site but without success, any workaround ? any solution to fix this problem.
Is there any other reporting solution that I can use to get Netview reports .
