Define left gui and restarted. Do you mean you simply exited netvie and then restarted the gui (netview) and they showed up? Or did you do a regenerate Map from serversetup?
On what version? I am running AIX 5.2 with 7.1.4

I have added new locations to location.conf and exited the GUI and
restarted and the new location is there.

Thanks for the update about the Fix in 714 for the location.conf issue. I
beleive Leslie did but can someone answer this question in a single yes or
no fashion.
Question: Does Netview only place new locations on the map during the
initial Discovery?
