See also the redbook SG24-4515-00 Examples Using NetView for AIX Version 4. That's when rulesets were first introduced.

Have you checked out the rulesets that comes with NetView? If you're
on unix
find /usr/OV -name "*.rs"
and open em with /usr/OV/bin/nvrsEdit. The netview administrator's
guide goes through some of the example rulsets if memory serves.
