You can't change the RVSN (it's encoded on the tape, so you'd have to
erase the tape to change it).  You can change the EVSN to match what the
library will display in the future.

Use 'vmchange' to set things.

Since most of the time they are set to the same value, I'm not sure
which one is displayed when NBU requests a tape.
