Yes, it is. The thing that you have to do is to keep the monthly schedule
in the same policy as the weekly full. Just have your start time for the
monthly start "wakeup interval" before the full weekly backup. That will
help you start the monthly before the weekly full.
The scheduler (when working properly) checks to see what schedule in the
policy has not been run the most recently and plans to run it. It then
checks (still only in the same policy) to see if a backup of the same type
(FULL/INCR) has run within the scheduled time period.
If the monthly is in a different policy, then it will run regardless of the
weekly full.

Hi Forum,
I'm configuring a backup that has 3 different schedules.
Daily, retention period 1 month, runs daily
Weekly, retention period 1 month, runs every Friday
Monthly, retention period 1 year, runs last Friday of the month
However what happens when I want the Weekly to run every Friday (all Fridays
checked, in Weekly schedule), but if it's say the 4th Friday (and that is
the last Friday of the month) e.g. August 2006, is NetBackup "smart" enough
to run a Monthly backup if the Monthly schedule has "Last Friday" checked,
and not run the normal Weekly Backup
