I know believe the problem to be a bug with True Image Restore and
Windows clients at NetBackup 4.5...

Here are the results of my test for the policy Win-Cluster-Y7 which
contains the N*, O*, and P* folders

Full Backup ran in 4 hours and 45 minutes and backed up 93 Gigabytes
First Incremental on Monday ran in 3 hours and 48 minutes and backed up
93 Gigabytes
Second Incremental on Tuesday ran in 4 hours and 27 minutes and backed
up 93 Gigabytes

After turning off TIR for this policy, the incremental I just ran as a
manual backup ran in 7 minutes and 39 seconds and backed up 1.5
Gigabytes
I am disabling TIR for all of the cluster policies and letting
Veritas/Symantec know about this...
