You'll notice that each tape has a "media type"?  The type for a 
cleaning tape is different from your normal tapes, so when you insert 
the cleaning tape with the inventory, click "Advanced Options", and 
specify that this new tape is a cleaning tape and it is to go in pool None.

Once in the inventory of tapes, you can change the # of cleanings value 
to whatever is appropriate for your cleaning tape.
