Create two different storage units, one with two drives, the other just with
one. 

Use one for your default storage unit and use that one for your full
backups, then override the storage unit in the incremental backup schedule &
force the usage of the other storage unit.

In netbackup 3.4, is it possible to assign full backup to use 2 tape drives
and incremental backup to use 1 tape drive when they are all in the same
backup class?
