The answer was to create a small file called "NOSHM" ! - as in No Shared
Memory!
This resulted in the SQL backups working successfully!

Veritas blame Microsoft for the problem! Not really convinced!

Two way guess:

1. The last silly command you executed in the bat file whatever, 
   returned 1 instead of 0
2. You deleted user_ops from the logs dir.
