What exactly does this message mean and how do I force the copies?
INF - Skipping copy 2 of backup id NTES02_1041398059, is not required copy
1.
I tried creating an id file with the images on a tape to duplicate and it
just pops up that message for each id and quits.

Something just isn't right here.
Okay, from your VOLHOST server, run this.
vmquery -m <MEDIAID> -bx
look at the time assigned column to see if
it is actually assigned.
If yes.
bpmedialist -ev MEDIAID -U
To see what media server it says "owns" the
tape as well as the vimages and the nimages values, finally what state the
media is in (FULL, FROZEN, SUSPENDED)
If it is FROZEN, and there are 0 images on
it, then perhaps you need to import this tape.
Let me know how this troubleshooting goes.

According to GDM there are 69 valid images
on the tape. What about if the images are not the primary images?
