This is not necessarily a problem.  It could be that given the multiplex
factor of of the schedules & the multiplex factor of the drives, that that's
the number of drives that's needed to get the jobs done.

This isn't necessarily a bad thing - you want the drive to always be the
bottleneck - load it so it's never waiting for data to arrive, it keeps the
drive from having to stop and start repeatedly as it waits for more data.
That stop-start cycle is a real time waster.

That being said - if it's still that you're not using all the drives, you
might want to check out your storage unit settings - make sure the storage
unit is defined with all drives.

You might also want to crank down the mpx factor in your schedules and try
backing up again.  If everything is set to mpx=1 and it's still doing it,
you may have a problem.

Make sure all drives are up, too: "vmoprcmd -d ds"

We have an AIT tape library with 4 drives.  I noticed that when several
backup jobs are started in parallel, only 3 of the drives are in use at any
one time.  Is there a way to change this in Netbackup 3.4 so that all 4
drives are in use all the time?
