[Networker] Parallelism with VADP Backup Groups

Here's my scenario using nw 7.6.3.4.

VADP proxy's client parallelism set to 25 (I'm using 1 vadp proxy server for 
this site)
Group1's group parallelism set to 15
Group2's group parallelism set to 5
Group3's group parallelism set to 5

Group1 kicks off and runs 25 backup jobs at the same time.  Group2 and group3, 
which start later in the night, both just sit and wait with all their jobs 
under waiting to run "state queued" until Group1 finishes.

Why does group1 run 25 jobs instead of 15?
