George,

Just curious, but why would you care if a tape at 100% of the estimated 
capacity is marked full or not? If you want to prevent a piece of tape media 
from being written to, you can always mark it as read only in NMC.

To Stan :

AFAIK, if you put a tape in 'read-only' mode, this tape will never be written 
unless you don't remove manually this status.

Putting a tape in 'full' mode prevents it to be written, but permits this tape 
to be automatically recycled after having passed the retention time.
