[Networker] Question on volretent

Does NW actually act on volretent, or is that just a handy attribute
field for us to query on with 'mminfo'?
I've always thought that NW looks at the ssretent and/or clretent times
to determine the status of a save set, and then identifies the tape as
recyclable once all the save sets are recyclable AND none has any
dependencies.
But that said, I read some older postings where some folks had
experienced problems with older releases wherein NW would base the
volretent value on the most recent ssretent for any save set on the tape
and not the most recent clretent. Seems it went back and forth a few
times with sundry releases.
But even if you had an older save set on the tape, and you changed its
clretent time to a newer date, then NW should also change its ssretent,
unless it's expired, in which case you could make it nonrecyclable, and
then that would do it, so why did it matter in older releases if NW
based volretent on the ssretent time and not the clretent time?
