MSQL: type backup will do transaction log backups fine when set to incr, but
System databases will always be full as you can not change their logtype from
simple.

Sorry...I left out that we do not use "MSSQL:", we put in the databases
individually so that we can do the incr backups. so that is the
difference.....my fault for not giving all the details. And yes, we have
nsrsqlsv in the command.

OK, not the type of backup I was referring to. I meant that if you define a
client in NMC with saveset "MSSQL:"; backup command "nsrsqlsv", and install the
SQL Module on the client - then regardless of the level of the group that
client is in, the backup of the "MSSQL:" saveset would always be FULL., even if
the group is on a schedule that specifies INCR.

I can't test it right now, but that's always been my understanding.

Yes, your way would be an incremental backup, but I don't think that works on
the actual databases, the MDF files, does it? Those aren't INCR backups, are
they?

The type of backup I refer to doesn't use "savegrp", it uses the "nsrsqlsv"
command instead. I never do it manually, I just define it in NMC and let the
system issue the actual command.
