Well, all I can say is that in my experience when a group of tapes is
initialized together then Networker takes them in the order they were
initialized. If a new group of tapes is initialized at a later time
then Networker will select the first of the newly initialized tapes over
otherwise eligible tapes that were initialized earlier. I've
occasionally had a tape skipped because of errors when Networker tried
to mount it but that's the only time it skips in my experience.

I believe my question wasn't clear in the first question.
Let me give you a scenario.
Lets assume my tape library slots are all free.
I using the Networker GUI to label my tape slot 1 to 6, numerical
sequence based on template.
When the backup filled up tape 1, occasionally it will load tape 3
instead of tape 2, after tape 3 filled, it then load tape 2.
I need to know what caused this problem..
