Take a look at those windows hotfixes. I believe they are the only solution 
given your hardware. Jbedit is a command line tool like jbconfig. You can use 
it to add/delete device to your library without completely 
deleting/re-adding/reconfiguring your library.

I run SP2 for Win2003 Enterprise, and still have this problem, so SP2 
alone won't fix it ... I also use HP equiment, with Emulex fiber cards to 
an HP MSL 5052 library.
