I believe jbconfig -s server name for SN should configure Tape lib 
attached to Site2.
Please double check the cmd and options for jbconfig man page, also please 
review admin and install guide on Storage Nodes, Tape Lib, licensing and 
Zoning etc.You will need to configure appropriate pools, devices, timers 
etc depending on your requirement.
-s server
Specifies the controlling server, when jbconfig is being used from a 
storage node. To define a
jukebox resident on a storage node, the jbconfig command must be run on 
the storage node. See
nsr_storage_node(5) for additional information on storage nodes.
