You can search for the string NONBLOCK and it will pull up about 4 hits.
I see references to adding the o_NONBLOCK option to st-driver, but I have no
clue where that is on my system. How do I modify the st-driver? Google shows
lots of hits, but so far, none actually explain where the st-driver is
located and how to change it on RH AS 4.

It explains how to get the kernel sources. What you're looking for is a
file called "st.c". You'll have to rebuild the kernel after making that
modification, which probably means you'll want to roll a new RPM of the
kernel.
One of my coworkers (that follows Red Hat more closely than I do) told me
that Red Hat doesn't support custom kernel builds on RHEL4 and later, so
if you have problems on your system, you may have to switch back to using
a Red Hat kernel before they'll help you troubleshoot (I wouldn't
guarantee they'll be much help even then).
