Yes,

As per what the messages show it should not be the licensing issue but I
have been facing problems with Oracle module enabler at a couple of sites.

One of my sites is a pure Solaris site, no windows servers, no windows
ClientPak etc. but for Oracle enablers it shows - Oracle module, Windows
client wherein we purchased UNIX client and it is working fine on UNIX
client only for the last 3 years.

Recently as well we got a Windows client enabler working on UNIX servers.

I think you need Legato's help to resolve this but in my experience I faced
such issues everytime I configured an Oracle client. Fortunately, in most
cases it gave different license name but it works.

how can this be a license issue, while this is the correct license and
it says unused on the networker server:
