Not any more. Buy a new network or Power Edition Networker server, and it is 
free.

List price is US$4000 for the NMC server, and US$2,000 for Administration. 
Bearing in mind that it is free with a NW server, I'd suggest you haggle with 
your account rep. Bearing in mind all the reports you can get with it, you can 
get a great bargain!
