In general, no.

When you write to one portion of a tape, the drive will refuse to read
anything past that point.

Right.  That's a function of the drive itself, regardless of the
software you are using.

If the data on the tape is valuable, my only suggestion is to talk to a
data recovery warehouse.  They have special hardware/software that can
read the tape and reconstruct it.  They're not cheap, but I've heard
that they can be very successful.  It all depends on just how valuable
that data is.
