I have a question on level 9 backups. I thought that a level 9 was akin

Incremental is defined, literally, as level 10, just as full is defined

Why is it that the indexes get backed up at level 9s and not
"incrementals" if the client's
schedule calls for an "incremental"?

IIRC, index backups are performed at the level of the scheduled backup
or at level 9 if the level was incremental. However, I don't remember
why that is.
