The ping command only proves that ICMP packets can be transmitted between both hosts. Nmap just scan for IP address/ports opened. This means that you can open a socket connection to the host at that IP/port listed. You need telnet to make sure that one host can open the connection on the other host (IP/port). In the case of Bacula, you need to have this working for director/file daemon/storage daemon. It is necessary that these three can communicate (open connections) with each other in its respective IP address/ports (by default, 9101, 9102 and 9103).
