Are you connecting from(/to) localhost? 'cause that's what 127.0.1.1 is.
If it's not just localhost then this is what you want to see:

tcp   0   0   0.0.0.0:bacula-dir      0.0.0.0:*           LISTEN
tcp   0   0   0.0.0.0:bacula-fd       0.0.0.0:*           LISTEN
tcp   0   0   0.0.0.0:bacula-sd       0.0.0.0:*           LISTEN
