You might want to post a bug report to the Centos 6.5 Bacula 7 package's
maintainer and point this out.

In the bacula-common page, there's a README with a section on the file permissions that have to be allocated for Bacula to run properly on Fedora/RHEL system.
Please note that if you move configuration files somewhere else, you should adapt the SELinux policy that is part of the base system (type bacula_etc_t):
