Have you tried testing your vchanger config by running vchanger from the 
command line? Something like

vchanger -u sd_user -g sd_group /etc/bacula/vchanger.conf load 566 
/dev/null 0

where sd_user and sd_group are the user:group that Bacula SD runs as.
