Yes, it's bextract.

But note that due to Bacula model deficiency that won't restore any
special information like extended attributes and ACLs -- just the files
and their basic owner/group and permissions bits (if they were backed
off a POSIX filesystem).

Another approach is to first restore the catalog dump using bextract,
populate the catalog database from this dump and then proceed normally
as you will have a working catalog by then.  Of course, this implies
you back up your catalog at certain key points.

As an aside, to make bextract run (much) faster, it's handly to have
bootstrap files for the jobs you want to restore.  So unless you do
this already, enable the generation of bootstrap files for your backup
jobs and back them up as well (to some other host) using an admin job.
