My uneducated and unresearched answer:

An admin job, by definition, does run a backup.  Since there is no 
backup, there is no client.

Looking at 
http://www.bacula.org/5.2.x-manuals/en/main/main/Configuring_Director.html 
I see:

"Run an admin Job. An Admin job can be used to periodically run catalog 
pruning, if you do not want to do it at the end of each Backup Job. 
Although an Admin job is recorded in the catalog, very little data is 
saved."

The purpose is well stated.  :)
