I get similar results on my 5.2.13 installation:
$ echo 'show all' | bconsole | grep autochgr
reserved=0 open=0 append=0 read=0 labeled=0 offline=0 autochgr=0
reserved=0 open=0 append=0 read=0 labeled=0 offline=0 autochgr=0
reserved=0 open=0 append=0 read=0 labeled=0 offline=0 autochgr=0
reserved=0 open=0 append=0 read=0 labeled=0 offline=0 autochgr=0
reserved=0 open=0 append=0 read=0 labeled=0 offline=0 autochgr=0
reserved=0 open=0 append=0 read=0 labeled=0 offline=0 autochgr=0
$
At least one of those should be autochgr=1
