I cannot confirm it, however, I believe that I had the same problem, I am recovering the info right now

For now I put VolumeRetention to 5 years also for the incremental

I've migrated from bacula 3.0.3 to 5.0.3, and my bacula-dir.conf stay the same. But now, on this new version my Incremental backup looks like is
pruning the Full Backup for this client:
