This script runs something like
mysqldump --defaults-file=/var/spool/bacula/.my.cnf ...
to actually create the file containing the database dump to be consumed
by Bacula.

mysqldump rightfully refuses to read the file to which anyway can write
anything.

Since mysqdump had no other resources to get the credentials to be used
when connecting to the database from, it used the credentials of the
process itself.  Supposedly your bacula-fd instance is running using the
root account, hence this attempt to authenticate as root@localhost
without a password.
