IMHO this is not a normal cenario. 

you could have redundancy in other ways:

for file volumes: DRBD or simply rsync, upload to S3, ftp, or whatever 
copy method.
for the catalog database: replication 
for tapes: bacula copy jobs
for service uptime: a mix of all of them and pacemaker
